It's been a year since Austin's new 10-1 city council system went into effect, replacing the longstanding at-large council and the so-called 'gentlemen's agreement' that reserved two seats for minorities. New council members and residents say that even though there are still hurdles to overcome, 10-1 has given them something they felt they were lacking before: a voice.
